Which Visa should we apply for?

Good afternoon everyone.  I need some assistance in deciding which visa is the correct one to apply for to achieve what we want to do, I will explain:

My sister-in-law (Kate) currently lives in the Philippines and she is a fairly new certified (12 months) RN (Reg'd Nurse). We applied about 14 months ago to the College of Registered Nurses Manitoba to be able to immigrate to Winnipeg, live and work as an RN.

We are the the point in the process where she has been granted by the College of Reg'd Nurses Manitoba to write the CCA exam.  The CCA exam is an assessment test that she needs to take to see if she is ready to take the CRNE (Canadian Registered Nursing Exam) which is what she would need to take to become registered to practice as an RN in Manitoba.

If she passes the CCA exam then she will be granted the right to take the CRNE within 1 year. 

We are ready to request the invitation letter to come to Winnipeg to take the CCA exam from her case manager at the College of Registered Nurses Manitoba but this is where I need help.

What I need help with is this....  I do not know which visa to apply for to best accomplish this:

We want to apply for the correct visa so that Kate can gain entry into Manitoba, CAN and within two to three weeks after arrival we want to utilize a placement agency to find a part-time job and employer for her.  We would like to then have the employer (if willing) to sponsor Kate and turn the initial visa into a working visa.  This would serve two purposes, Kate would be able to study for the CCA exam while working 2-3 days a week to help with her expenses but the working visa would allow her to extend and stay in Manitoba and eventually become a landed immigrate regardless of the outcome of her CCA exam results.

Now of course we are confident in her ability to pass the CCA exam and the CRNE but if we are able to convert her entry visa to a working visa this would take some pressure off of her and as mentioned give her a little extra income.   My wife & I will be the main support until she passes the CRNE and we have a place of residence already lined up for Kate. 

We do know that Kate CANNOT work a single minute until she obtains the working status\permit.  But even if she did not pass the CCA or CRNE Kate is qualified to work as a caregiver and would just need the working visa status. 

I spoke to a placement agency in Manitoba and they said it is possible to convert the initial visa to a working visa, like we wish to do, but Kate would need to come in and take an orientation with the agency before they could try to locate an employer for her.

I spoke to another placement agency and they said that before you can work in Manitoba you must be a "resident".  Can someone clarify these things for me?  Does she have to just be physically "living in" Winnipeg to be considered a resident?  - Or - Does she have to have "resident status" from the Manitoba province as far as documents and paperwork to be recognized as a resident?

So knowing this background info can you answer: 

1. Which visa should we apply for initially for Kate to enter CAN, temporary entry permit, visitors, immigrate visa and would allow us to convert that visa to a working visa the easiest and quickest way?

2. Does Kate need to be a resident with papers to work or just living in Winnipeg to be able to apply for work with a placement agency?

Oh btw, as far as the Philippine embassy goes Kate does have 10K in her bank account if we apply for the visitors visa.

If anyone has additional advice please let me know.  Or if you have questions for me please post and I will try to clarify.  I am not familiar with all the correct form terms for Canada immigration but I am familiar with the jest of things.  I processed my wifes & my K1 but I dealt mainly with the USCIS, Philippine embassy and a little with the Canadian embassy for that but that was 5 years ago.

TRV-Visitor She must be able to display ties with the Philippines though.

Don't know about Manitoba. But if she is in Canada and somebody is willing to hire her and go thru the process of recruiting a foreign worker (advertising/LMO), then she can change her visit visa to work visa (both TRVs) in the US. She can send the application for the initial work permit there.

Okay so we should apply for the Visitor Visa (TRV) for her.  I do remember reading about showing ties with the visitors visa to the home Country.  I assume this is a section on the application and it would be something like family, a job, continuing education that would give evidence you are willing to return to the Philippines after your visa would expire, if one did not extend it or convert to a different type?

That is good to know she can change the visa as long as we can find an employer willing to sponsor her to switch the visa over but I do not think we will find one willing to do so at least until she is in Winnipeg. I still wonder about the deal with having to be a resident of Manitoba though and if anyone could clarify this that would be great.

As far as the 10K, yes i should have clarified that, it is equivalent 10K US so roughly 410,000 pesos.  I remember reading one needs to show 10K CAN so we can bump the 410,000 up to 10K CAN as needed.  I am not looking at a conversion rate chart at the moment but we will make sure she has this showing before we send the application packet off.

The 10k is good (US or Canadian), which means she has the means to do the trip/visit. Initial work permits are made outside of Canada, the closest being the US. If she has a US B1/B2 visa, she can cross the border and apply to the nearest Canadian Consulate, else she can send the application by mail. Ties - a good job from a reputable company, family, boy friend/s (kidding). "Ties" - actually not part of the application but part of the documents that she'll submit: certificate of employment, bank certificate, approved leave of absence. The Philippines has its own document checklist. Also if she has a good travel record, that would help too. We don't know how the officers assess applications, we can only pray that we put in a good application package. All the best.

Hi job_seeker, I see. Well she does have plenty of ties to home (parents, BF, volunteer duty).  She has only a volunteer job as an RN in a hospital as it is very hard to obtain paid work even as a nurse.  So many applicants, so few positions open.

Unfortunately she has never had the fortune of traveling outside of the Philippines and this would be her first.  I really appreciate the help and I am sure I will need more advice as we proceed.
