Question 3 on Appendix D of form 3910e asks which Visa office will process the file.  I wrote Buffalo since this list:
http://www.cic.gc.ca/english/information/offices/apply-where.asp
has only one entry under the Permanent Resident column for the United States.  Was that the correct answer, even though Detroit is closer to my mailing address?  I'm being sponsored as "outside Canada" under family class.

And is the interview an automatic part of the process, or are they waived sometimes?  (wondering if I'll really have to travel all the way to Buffalo.)

It goes to Buffalo, but if you check further on the appendix A checklist, you specify which office for an interview if required.
