You will have to apply for PNP or CEC, after getting canadian degree/diploma plus 1 year job experience in NOC O,A,B (with some exceptions), following which you can apply for Permanent Residence.

For citizenship you are allowed to apply after 2 years of being Permanent resident in Canada plus you must have spent 3 out of 4 years in Canada.

so its mean first target to get PR and then live 3 years on that status before apply citizenship....is that it?

i am enrolled in masters course having expected time duration of 2 yrs(6 terms). but one can finish it in 1 yr (3 terms). if one can finish it in 1 yr then what will be the duration of PGWP? 1 yr or 3 yrs?

The school decides the duration of your course, not you. If the school lists the duration of your Master's course as 2 years, you'll get a 3-year PGWP regardless of how long you take to finish the course.
