I want to ask which province is better in terms of cheap education, rent and job opportunities.

I would like to endorse the comment of Karishammar.  It depends. But i think, if you apply for PR (as a Quebec candidate) and land at Quebec, u will get more privileges. the fee is very low there for a Quebec PR.

Otherwise, U of A is to some extend cheper.

The only privilege you get as a Quebec immigrant is the unconditional right to pay resident tuition at colleges and universities in Quebec. Everything else is the same.

Manitoba is also a good place with cheap tution fees and its abt the same kind of temperature with Edmonton, AB.
