The only ways to immigrate without a job offer is Alberta if you are a H1B visa holder in the US, several provinces business class if you have money to invest and want to run a business, Quebec as a Quebec skilled worker if you qualify for their points system and speak french, under family support stream if you have relatives in Alberta, Manitoba and I think one other province has a program for that, they might be able to sponsor you.
