I am sharing my own experience so that those who find themselves in the similar situation will get answers.
I applied for my Canadian permanent residence from Germany
I left Germany after my medical examination.
I informed the Canadian embassy at Berlin about address change.
I get a letter from the Canadian Embassy Berlin requesting fee payment, the passport to be sent by
post, they also ask me to create a Fedex account.
FedEx India refuses to create an account for me because I am not a corporation.
I inform Canadian embassy about this, they ask to give address of person who lives in Europe whom I trust
I give address of a person in England
I go to DHL to send my passport by courier, they refuse first, but after a discussion they refer their manual and find out
that the passport can be sent, I saw the manual myself
After a week, my friend in England gets my passport by registered post.
He sends the passport by UPS
I get the passport after a couple days in Mumbai, THE COURIER BOY WAS ESCORTED BY POLICE!!!
My passport crossed international borders four times in less than a week, without a problem!!!

I have couple of questions. You say that you can send from India to overseas and that you sent to Germany because you applied from there. But why does your status part say that your visa office is London?
Why didn't you send to Germany straight and then they return the passport to your friend in UK. Why did you have to send it to a friend to send to Germany (This doesn't make sense even from an economic point of view).
Why is it that many many indians believe that they can't send passport out of the country and why do courier service not allow it in general? Thanks for correcting this misconception.
