Where to Apply :: INDIA or US

Hi ,
  I am Indian Citizen and am on work persmit in US since last 4 months.
  I will be going to stay in US for 3 more years on sam project.
  I want to apply under FSW category and was wondering where should I apply to .
  either to NEW DELHI or BUFFALO or to apply to NEW DELHI initially and then at later stage get it transferred to
  BUFFALO.

  Please advice.

If the OP was ADMITTEDto the US for 1 year (doesn't have to live there for a year) s/he can select Buffalo as the processing office.  Since the application is supposed to take 6-12 months after being received at the processing office, why would s/he intend to request the file to be transferred?
