I am Canadian (and now American) and am living in the US with my American husband. We are planning on moving to Canada in the summer/fall of 2012. We are going to applying outland, since we want him to be working in the US right up until he is approved. I'm a teacher so I will be finished work at the end of May and we will be giving up our home then as well (living in hotels as my husband travels for work).

Would it be faster if he submitted his papers in February/March while I'm in the US with him, or if we wait until I'm done work in May and can go up to Canada to establish my residency there?

If we wait until May for me to go up and establish residency, how long do I need to be up there before coming back to the US to visit him? Is there a maximum amount of time I can be out of Canada while still claiming residency there?

Apply in winter - Jan/Feb.  If the application is done well, everything should be finished by May or June based on current processing times.
