when to apply for visa ??

hey i got the conditional letter from algonquin ottawa  for sep and durham for may , its 1 yr course .... which one is good interms of all aspect like part time job, college ,study  ..??can i apply for visa nw in december itself for the may intake or sep intake course  ?? is it possible to get visa before 30th jan can i fly to canada immediately  after getting visa ? please help

: Yes, you can apply but you shall not get "any response" from CHC before Feb 2012 for May 2012 intake & June 2012 for Sept 2012 intake.

thanks ...so what are my options to go to canada before feb 1. my exam is ther ...can i apply for jan 2012 courses ..? i guess its too late or is ther any chance??  visiting visa is the only option for me??? ther are a lot of rejections  i have seen ?? and is it true that the chances of getting student visa is reduced once visito visa is rejected?

Only Visitors Visa.  Admissions are closed for Jan '12.  If your Students Visa profile is strong enough and as it should be and if Visitors Visa was not rejected by CBSF for some serious offense or such reason there should not be a problem.

If you are saying the course is available looking at their website then try contacting them as most of the websites will keep showing that till Jan end..  Most of them had fee due dates in November and even if you can possibly succeed in getting admission, its impossible to apply for Visa for Jan intake now.

Will seeing others meeting accident stop you from driving/riding?

It might be possible to get Visa in the first week of Feb but in no case will your file be processed before February 1st as enfield said.  I am saying it "might" be possible for you to get a Visa in the first week of February as its not typically the rush hour for Canada Visa Applications.
