It's not something you login into or check online. Your wife has to fill out the forms explained below. You could get a copy of what I wrote here and send it to her so she will understand the process. She needs to get your permission to receive them on your behalf IMM5575 (Authority to release personal information) tell her not to ask for a copy of the entire file as that will slow the process down.  She will see the option in the forms.  She doesnt need to fill out ATIP number etc leave it blank. Just the relevant info.
Takes about a month to get last I heard.

CAIPS (or "Computer Assisted Immigration Processing System") is where all Canadian government notes are kept about your immigration application. CAIPS includes a wealth of information, including:

*Initial assessment scores
*Missing documentation
*Interview dates
*Visa officer notes and comments
*Concerns or problems with your file

Here is how to obtain your CAIPS notes yourself :

You must be living in Canada or have someone in Canada to do the same for you. If you are living in Canada you can order your CAIPS notes or on behalf of someone else for free under the Privacy Act.

1) Go the site : http://www.cic.gc.ca/english/pdf/kits/forms/IMM5563B.pdf and fill in the form with the required details i.e.:

a] Visa post (e.g. Buffalo, NY etc.)
b] File number (e.g. BXXXX..)
c] Date of Birth
d] Your Postal address (In Canada address only)

2) Check on the box for the CAIPS notes request in the form.
3)Provide a photocopy of your valid permit/visa in Canada (Person requesting).
4) Write a cover letter requesting the notes (Person who requests writes that).

Post all the papers together to :

Citizenship and Immigration Canada
Access to Information and Privacy Coordinator
Narono Building
360 Laurier Avenue West, 10th Floor
Ottawa, Ontario K1A 1L1
Tel.: (613) 957-6512
Fax: (613) 957-6517

You need to obtain the following :

1) IMM5575 (Authority to release personal information)
2) IMM5563 (Access to information and personal requests)
3) Fee of $5 payable by cheque to the Receiver General of Canada).
4) copy of Canadian passport

It will not affect negatively as the information will be processed & obtained in Ottawa.

no no I think you are not understanding what CAIPS is.
CAIPS is a systemwhere all Canadian government notes are kept about your immigration application. CAIPS includes a wealth of information, including:

*Initial assessment scores
*Missing documentation
*Interview dates
*Visa officer notes and comments
*Concerns or problems with your file
whatever has been entered into your file since Ankara received it will be listed in it with codes.. there are threads in this forum to help you explain what the codes mean.  It is just a printout of your file. They won't update you everytime something gets put in it..there is no website to log in to.  I'm sure your wife will be able to figure it out with the help of what the codes mean.

yes.. you would probably not have to send the permission again or send a copy from the first one.. but you really would only need to get it once it will give you an idea what step they are on and you are further along in the process so I doubt you will need to order it again.  At least you will know when they will look at your file again and if things have been approved or not.

Did you already asked for your CAIPs, they can tell you a lot. Maybe you still under background check.
