In the New Delhi VO instructions for PR application we can come across that apart from Refusal the candidates can face local prosecution if the docs are found to be improper.  (Other places VO instructions just state that there will be only refusals - no mention about prosecution).  Can anyone come out as to why this difference.  And what are the probable types of prosecutions that the refused applicants need to encounter with?  Are there anyone in this forum who has had this sad experience?

If document(s) is forged, it can result in lodging of FIR with local police station by CHC. Forgery is non bailable offence in India. One can be banned from entering Canada for 10 years. I would not call forged documents improper, i would say forged only. Improper are those documents due to which the visa can be refused but prosecution cant be launched.
