The status signifies that your documents have been received by the Visa Office. Nothing more. The completeness check & verification has not been done as yet (It seems from what you have posted).
Since your application was received before 10 April 2010, they will ask for the IELTS Test Score subsequently. However not sending the PCC is not good. They may ask for this too, but then why take a chance. Send both the things immediately (or earliest possible).
Have you received a File No. from the VO? (2nd AOR)?

You must send atleast the PCC immediatley else they may reject the application. Since you have still not received the 2nd AOR, that means completeness check is still pending. Usually 2nd AOR is sent after completeness check of the documents.
Simultaneously give the IELTS too & send score at the earliest.

i need advice from u that u have mentioned that as your application received before 10th april 2010, they will ask for the IELTS Test Score subsequently.

i need to know one this about my application. My application reviced at sydney on 25th march 2010 and i received my first AOR on 25th may. Now as the current situation i know that VO do not entertain any application without IELTS from india as english is not the first langauge. i am just wondering that i have appeared for IELTS and expecting results this week. By any reason if i will not get required scores and submit my full docs to VO without IELTS will they ask for the IELTS scores later on or they outrightly reject my application.
please advice me. as my noc code is no more in the new list and last date to submit documents is 21 september. as per ielts exam dates shedule i will not have another chance to get new results before the deadline.

Send the PCC immediately with reference to the AOR file no. of Sydney & also referring to that you have already sent complete documents earlier & have missed out the PCC.

Send the IELTS score later.

The 10 April 2010 rule stated that IELTS Score will not be asked for by the VO in absence of it. The VO will make a decision based on the evidence in hand. But prior to 10 April 2010, the VO used to ask the applicant to submit the IELTS score in case they felt the need for it.

In your case if you do not submit your IELTS Score will complete documentation, they will assess your application based on available documents. They may or may not ask for IELTS Test Score, but why take a chance.
Submit the documents when you have the IELTS Score sheet.

I never said send PCC to Sydney.... I meant that you put the reference of AOR given by CIO,Sydney.
Send PCC now, IELTS later.

Send PCC today. Photocopy evidence of ielts registration and add it to the package. Send it to Visa office and include a letter explaining to them that you will write ielts on 25th and that the result will be forwarded to them as soon as  its out. under the new rule if you dont include ielts and you dont write any letter to say its on the way then your application will be rejected.
