we are talking about permanent residence..and this is federal skilled class..not temporary resident class...that info you have provided is for temporary residence..wilson..

My bad. Thanks for pointing out my oversight. It should have been:

Photo must measure between 25 mm and 35 mm (1”and 1 3/8”) from chin to crown;
 have a 35 mm x 45 mm (1 3/8” x 1 3/4”) finished size.
