what is  the significant of second AOR?wheather they are checking all documents when they issuing second AOR?

AOR stands for Acknowledgement of Receipt which means that your local visa office confirmed with you that they have received your full application package, and therefore they established a file for you. Through the file number you can check your application status at CIC web.

1st comes from cic and 2nd from the visa office

if you do not get a second AOR does it mean that the local office has not even opened your documents?
