As per my information, from July 2010 onwards, applicant (with duly filled application form) sends all the documents to CIO NS.

Now CIC does not ask to submit the documents at local Visa Office (where the file is transferred after checking the eligibility at NS office).

Am I right??

After that what happens I am not sure about the process, can anybody please let me know about the next steps??

Yes

Visa Office scrutinizes and checks all documents, requests if anything is missing or required, Background & Security Checks (includes Verification of provided docs+Info)... Medicals + RPRF ... Passport Request!

So what I got from here is:

1. Applicant submit "All Documents" (with duly filled application forms) to CIO NS.

2. CIO NS checks the eligibility of applicant i.e. whether applicant is eligible as per MI List (NOC). If Yes, CIO NS assigns a File Number to case and transfer the file to local Visa Office.

3. Local Visa Office checks all the documents (which comes from CIO NS), if any documents is missing (Local Visa Office) asks to applicant and IF everything is correct they Perform Security & Background checks and IF everything is OK, Local Visa Office sends Medicals request to applicant and Then Passport request.

Hope I am right.

Can anybody please confirm?

Seeing paragraph 3 of your post I have three questions
1. Why does Local Visa Office asks for updated forms if all documents are complete ?
2. Does Local Visa Office perform Security & Background checks after receipt of updated forms ?
3. Does In Process and asking for updated forms means one's eligibility has been checked and accepted by Local Visa Office too (after CIO) ??

I am not much sure about these, I am also waiting for any respected senior member's response. Still I am trying to address your ques:

1. Only in case if they are not satisfied with your current documents which you have provided or they want more document to check your claim about exp, education etc.

2. I don't think so, if you are eligible, they can do it simultaneously.

3. Not much sure about. As per my understanding eligibility is checked at CIO NS office only, but still if the CHC VO is not satisfied s/he can reject the application.

But as I stated above, these are my personal views/opinion. Lets wait for respected seniors reply on this.
