I am not much sure about these, I am also waiting for any respected senior member's response. Still I am trying to address your ques:
1. Only in case if they are not satisfied with your current documents which you have provided or they want more document to check your claim about exp, education etc.
2. I don't think so, if you are eligible, they can do it simultaneously.
3. Not much sure about. As per my understanding eligibility is checked at CIO NS office only, but still if the CHC VO is not satisfied s/he can reject the application.
But as I stated above, these are my personal views/opinion. Lets wait for respected seniors reply on this.

Seeing paragraph 3 of your post I have three questions
1. Why does Local Visa Office asks for updated forms if all documents are complete ?
2. Does Local Visa Office perform Security & Background checks after receipt of updated forms ?
3. Does In Process and asking for updated forms means one's eligibility has been checked and accepted by Local Visa Office too (after CIO) ??
