In Canadian Immigration context?  Right of Landing Fee, Now called Right of Permanent Resident Fee.

Appreciate your search. I think its the position of F. I think "ROFL" stands for rolling on the floor laughing. He asked "ROLF" which indeed is "Right of landing fees" as said by PMM.
