I have spent almost 2 years living and working legally (as a contractor) in a foreign country.

I am now considering applying for PR (via CSQ).

The problem is, the area/location of the foreign country I have been living and working doesn't have any government offices that could/would provide a Police Certificate.

At best, I would have to fly to the capital of the country. This is just not (and will not be) possible for me. And it is not possible to get someone else to do it for me either. Also, in a few weeks, I will be permanently leaving this foreign country.

Can I simply submit a cover letter in my PR application to indicate and explain that I cannot obtain a Police Certificate from this foreign country because of the "circumstances" of the country and the fact that I have permanently left the country and as such I am no longer in a position to even try to get a Police Certificate.

(I can obtain a police certificate from home country.)

I dont' think explanation letter would be enough. U must be having any representative office of that country (Embassy, high commission etc) in your resident country whom u should approach and apply for PCC. Off course visiting the country is not required but sources are there to provide the required doc. Time may be an issue.

Can't really comment without knowing which country.  Did you read the instructions on the CIC website for obtaining a PCC from that country?

Police certificate is a must before visa can be issued. Without one your case is as good as closed. Please endeavour to obtain one at all cost. Find a way to get around the obstacles. Try getting someone in that country to help you process the application for the PC. My two cents.

By the way which countries are you referring to?
