What exactly means this answer from Buffalo

Hi,

I have waited more than 5 months after medicals for the passport request and still did not come.
I wrote to Buffalo and this is the answer they gave to me:

Your file is in line for a review by an immigration officer. We cannot estimate when a decision will be made, but we assure you that you will hear from us once the officer reviews your file.

Could somebody explain to me, please, what exactly means this message?
Seniors, please help.

Can be due to different factors, I can think of these  i.e.
1) may be Background check are still going on, esp security checks
2) may be Security check has been clear, but visa office is near to its yearly visa limits: normally visa offices (esp Buffalo) are slow at the end of the year, due to visa quotas.

its simple your file is in a que to be seen by immigration officer. as soon as he sees it he will make a decision
