is this like the Minister of legislative minsitry? (MLA)

Role of both are almost similar  but there are differences.
In brief :
MP is representing more people and area.
MLA is Member of Legislative Assembly  - for State legislation ( or Province ) but MP is for Parliament   ( Federal ) .

Another common term for MLA is MPP (member of provincial parliament).
