What does 2nd AOR means?

Is it just acknowledgement of receiving the VO specific documents by VO

or

Eligibility criteria passed and 67+ marks process


Once the 67 marks criteria is passed do VO informs it again that the file is in background check.

How does New Delhi VO communicate for 2nd AOR and other documents (via email or normal post or speed post)
