At-least 2 banks I know offer exclusive services to newcomers for the first year of banking & depending upon where you currently reside you can even open a full checking account prior to landing in Canada:

1. Scotia Bank has a 'StartRight' program for newcomers:

www.startright.scotiabank.com

2. RBC

Hi, I bank with PC Financial and seems OK.  They have checking account which is NO FEE account. Most of the banks charge for services and therefore always better  to check carefully for their hidden charges if any before opening a/c.
CD trust will open visa card account for you limiting the credit equal to an amount  what you deposited. If you deposit CAD 500 your credit limit will be CADS 500/=.

Please remember banking is business (industry??) and not service. They make profit with customer's money.
