Which has the fastest processing time? Because I am contemplating on re-applying under MI3

MI-3 is faster than other two.
But i think MI-4 will be better than MI-3. If your NOC is not CAP yet then you can try MI-3.

My file  is currently in process & the latest update was they have reviewed & started processing my file on NOV 30, 2011. I am waiting for MR. My VO is Seattle. I have an arranged employment so I think it doesn't matter if my NOC has reached its CAP.

Cannot apply under MI1 & MI2 as they were for the last two years. Currently it's MI3.

If your NOC CAP is not filled, apply ASAP. MI3 is still going very fast - but Jan end should be your cut off. The reason being, by July they could have MI4 into effect and then all pending MI3 cases "might" get stuck, as pending cases usually do.

Flip side is ... your NOC may not be there next year, no matter what it is - it's too big a risk to take.
