Hello,

I am currently a full-time student in the US as well as a citizen.  Needing some guidance as to the best option for obtaining permanent residence in Northern British Columbia.  I will be finishing my BA in Law Enforcement & Justice Administration within 2 years.  For graduate studies I am weighing the possibility of going to UNBC as an international student.  First question, is a Bachelors degree sufficient for immigration requirements or will earning a graduate degree REALLY help me gain significant advantage over other applicants, and if so, will earning my master's degree at a Canadian University help me even further?

You can look into the provincial nominee program in BC, see http://www.welcomebc.ca/wbc/immigration/come/work/about/strategic_occupations/international_graduates/who.page

Other than that, there is Canada immigration at http://www.cic.gc.ca/english/immigrate/index.asp

Find something you qualify for and apply or find something you could work on qualifying for, work on it and then apply.
