My husband and I currently live in London with our 2 children aged 8 and 10.  My husband has a brother and a sister in Ontario.  Can they sponsor us??...

if the sister live in alberta, the chances of sponsoring are very good.
some other provinces also will accept you as you are blood related.
look into provincial nomination as you have a high chance.

1.  Short answer no, they cannot sponsor you, you would get 5 points additional in a skilled worker application.
2.  There is a "family stream" that has opened up in Alberta, but it is very limited and no real instructions have been issued.
