            I have question regarding friend who came in Canada as visitor
       but when visa excpired didnt do anything as results of bad judgement.
Subject report to immigration after few years then applyed for refuge claim,
  but immigration reject that person is indeed    refuge after court hearing.
  In mean time person got approval for work permit and did that two more
  times.Can that person apply for humanitarian compassionate grounds considering that subject have family in Canada which didnt realy help to subject in begining with advices in legal terms...

You can apply for H.& C. consideration, but it will not stop the removal process.  As an H.& C. application is taking 4-5 months, you may be removed before a decision is reached.  The work permits were issued because you were a Refugee claimant.
