Another example of how government wastes our tax dollars. Why should anyone be able to get welfare simply because they "want it"? It would take very little effort for the welfare department to find out that the daughter has a room available at her mother's place. Surely that should disqualify her from receiving welfare -- which is supposed to be only for the truly needy.
I agree welfare is for those that need it.
While a minor should be able to be returned to the parent, the daughter is an adult.

If your daughter continues to claim welfare, you will eventually have to pay the total bill, at that time you should ask for proof that you are no longer in default.
Welfare will inform CIC that benefits are no longer being claimed, and you will no no longer be in default of your agreement. This process can take a month or two.
Do not make the payment yet, it will complicate the issue.
Contact the office that she is claiming welfare at and talk to them. Make it clear that she is your daughter, you do have a room for her and you are able to meet the terms of your agreement.
As scylia mentioned, talk to your daughter and explain that what she is doing (I hope unintentionally) is causing a problem.
