On the IMM008 form there is a section for dependents which I filled in for my partner, it says "Residency in other countries", I left this box blank as my partner is only resident in the UK and the form has been returned to us.

anyone else have this problem?

Normally, nothing should be left blank.
You should have written something like N/A for not applicable. I don't think that they have rejected the application though.
They have returned it for being incomplete, I think.

i think you are correct.

under sections like "children" do I leave blank or put none under "name"?
