Wating for PR, should I start sending resume now?

Hi all

While waiting for our PR. I was wondering if it's a good a idea to start emailing resume now or will it only hurt my chances later. I understand as EE grad from the Philippines, my credentials are irrelevant. I was thinking of sending resume as entry level worker. Is this the right approach?

I also posted a question regarding reformatting my resume for a canadian employer in another post, so any feedback on that would be very helpful.
