Suppose it is more than 3-4 months to receive an AOR from Buffalo consulate.Wat can a person do to verify if something is going on with the file or not?

Call the bank to see if your bank draft has cleared.

contact consulate via email mention your name passport number they can track all status with your passport number or id number

you can use any of your regular email and consulate emails you can find out on CIC canada website
