Want to bring my brother - Saskatchewan or Manitoba

Hi there everyone;

I live in Ontario and i am willing to bring brother who have a diploma in programming and a bachelor degree in IT.

I hear that Saskatchewan and Manitoba is easier and that if i move there I can sponsor him easily. What do you guys think and how long do u think the process takes.

Or

Would you think it is to register him in a University in any of those province and then he can get the PR after that.

Or

Open a business there (my budget is about $10,000) and than sponsor him.


I am really confused and i don't know what to do, please help
