Till date you are short of points. If Visa Officer starts processing your application before sending fresh IELTS TRF then he can reject your application or give you another chance to improve points, it is visa officers discretion. Pray they they start processing your file with delay and you have time to appear in IELTS and send the fresh result to claim 14 or more points. No harm in making a effort.

If the processing starts, and the OP is short 2 points, there is no second chance, it is a refusal.

(and attach a copy of registration for new IELTS exam also with it) I failed to understand y u still sent ur file without any IELTS result. This way your Total points score goes even lower (English proficiency score= 0). Now just focus on the upcoming IELTS exam and score the best possible. Your file may not have been opened till now and you can send that better IELTS score before they start processing your file. Good Luck!!

Dear azee, Just focus on your upcoming IELTS and try to score even better than 14 that u require. Most likely, your processing will not start so soon. But hurry up & work hard to score well in IELTS.
And yes, just do not forget to write a cover letter, when u send your better IELTS score as an update. Good Luck!!

Dear zakout76,
No issues. I suggested so because I personally know few cases being refused for English Proficiency marked as Zero, just because they did not send their IELTS result. Moreover, I also know at least 2 persons who sent less than moderate scores in IELTS, and they got letters from CHC, New Delhi to send a better score. (At least they did not get a refusal, like others who hadn't sent any IELTS score)
Anyways forget all this. Right now just focus & work hard for a better IELTS score this time. I wish you a very Good Luck for the same!! Cheers!!

Hi zakout,
Pray and prepare for another IELTS. Your immigration officer will treat your file with favour.Although, it seems tough but I have this feeling you will get some favour regarding the delay and eventual outcome of case.
Please believe and do not lose hope.
Best wishes Olabisi

Dear friends,
Please share your experiences with the language proficiency part if you filed your application BEFORE JUNE 26, 2010.
Because before that date, the test is NOT required. On or after that date, the test is required.
Has anyone successfully used TOEFL, TSE, GRE, GMAT... to substitute it?
Can we kindly share this experience???

After April/10 to 26/06/10 you could either submit IELTs or a written explanation how you used English everyday etc. etc. If the officer felt your written explanation was insufficient, you didn't get a second chance to submit IELTs. Prior to April/10 if your explanation was insufficient, you were given a second chance to submit IELTs. It was only IELTs or CELPIP for Immigration, none of the others you mentioned.
