Me (US H1 Visa) and my parents (on visitor visa) are planning to drive from NYC to Montreal. I was thinking to try and get the Canada Visitor visa at the Blackpool border crossing.

Does anyone know if thats easy enough and whats the procedure.
What are the chances of them denying a Visa (I dont have any criminal record etc).

It depends are a you a citizen of country that requires a TRV (visitor visa) for Canada.  See: http://www.cic.gc.ca/english/visit/visas.asp  If so then you CANT get it at a Port of Entry, you must apply at a Canadian office in either your country of residence or the US.
