waiting period for approval of the sponsor eligibility to sponsor

we had sent our papers in montreal last two  months ago,and still my bf didnt receive any confirmation of his eligibility to  sponsor me..he was an engineer and he earn  more  than what is required for sponsorship..i am from philippines weve been in relatioship for almost  2 years  now,thinking thats  the best way to   be there  so i can be there for his operation sad was denied...he been here for 2 times and i had applied for a tourist visa  last  january coz he need to  undergo operation last february and my application got  denied. i have a friend who had receive  his husband approval  for sponsorship  now they  have their visa after receiving a notice from montreal that  he was qualified to  become a sponsor and papers are sent here  in manila and after four months any 19 days  they have their visa now...just wanna  know is it  necessary that after a month my sponsor receive a notice from immigration?we are same sex..

yes and still waiting for any development bout the application to misssauga..my friend receive notice  with their application after a month.
