Waiting period for an open permit under the spousal sponsorship..

hi, i would just like to asked the waiting period for a request of an open permit under the spousal sponsorhip? we have submitted the request sometime in the last week of september 08 and up to now still waiting for it, i have read in some post that it only take 45days but i think my request is more than 45 days i think..can somebody clarify me on this matter? thank you very much
