11 months ang processing ng visa sa Philippines. Bakit parang umaabot na ng 15 months wala pa rin?

Am on my 13th month now but have to reduce it by 2.5 months because of the delay in my passport submission as I lost it.

hula ko lang na yung 11 months processing ang pinafollow ng Canada Embassy. at magstart yun d moment na nareceive nila yung papers natin (complete papers).
