vistor/study

Hello everyone!
A friend wants to come to Canada as a tourist. He is allowed to learn English while here on holidays without a study visa if the course is less than 6 months. He can also apply to extend his study visa if the course lasts longer or if he decides to extend his studies (so I've been told by 2 agents at Immigration, when I called). What happens if he is offered a job while he is here? Can he apply for a Work Permit while in Canada?? How long is the wait??
Thanks to anyone who has answers for me :)

If he is offered a job and applies for a work permit, he will have to leave to get it issued, even if he just goes over to the US. It can take a couple of months to get the whole processing done.

Thanks Leon!!
You know quite a lot! You are a great source of knowledge. Can he remain here on an extended visitor/study visa while he waits for the work permit and LMO?? Or does he still have to leave?

As far as I know, he can wait for it to be processed but by the time it's finished, he needs to step across the border to activate it.
