Visitor visa rejected for parents...Need help!

Hi,
I am on a work permit in Canada and I am the only son of my parents. I do not have my father and my mother lives alone in India and is primarily dependent on me.
In an attempt to re-unite with my mother, we have tried to apply for her visitor visa but was rejected - twice.
The reasoning given was:
a) Potential immigrant
b) not enough ties in India to go back to home country
Its been two months since the last rejection. We would like to apply again but with a certainty that we get it approved this time. We have revised the application with more supportings to strengthen the case. But, agents have been discouraging, as per them since the application was rejected twice, it would be rejected the third time as well.
I am looking for help on this forum to determine if there is a way to get my mother in Canada to spend some time with her grand-son.
Any help is much appreciated.

hello. we also were rejected twice, but they gave us visa on our third application. you just need to collect as much proof as possible about their ties to the country of their origin.

Thanks Suin, your reply did helped me raise my shoulders. Thanks for making me hopeful again.
Should we apply for the third time after some more time, or it does not matter?

you are welcome - only positive way of thinking gave us a chance to apply again and succeed. :)
as soon as you collected more proof about ties and you can be sure that they work well, you can apply right away. the only thing they look in the application is that you parents return back.

But how can I convince Canadian High Commission that my mother WILL return to her home country?
My mother does not have a travel history. We are planning to include property papers, IT returns, bank statements. Should I include something more specific? I am not confident at this point that our application is full proof and will be approved. Please provide your inputs.

does she have any scheduled appointments with doctors or lawyers? some people use them to proof that the person needs to return back for some personal issues at home country. Do your parents have more kids or grand-kids at home country?
Is there any strong purpose of their visit to you - I mean is that for a special occasion or just for a visit? If you proof that the presence of your parents in Canada is really necessary, they will let then go.
Just sit down and try to think yourself - if you were a visa officer, what could you convince of the applicant returning back to their country and really should be present in Canada. This helped us a lot. We just made our application that way, that even if they didn't want to give us visa, there was no chance for them to refuse. this time your application should give them no chances expect positive decision towards you.
