Visitor Visa for parents

I am applying for visitor visa for my parents from India...new delhi consulate....My sister lives in vancouver. She is permanent resident of canada....she have also applied for their PR (parents sponsorship) in canada and haven't received yet the file number. My mother is working as govt employee and my father is retired govt employee... .....will the consulate reject their application based on the fact that they have applied for PR......

Please help me with your suggestion...Anyone having any information..share it.
