Visitor visa for brother

Hi All,

I am in Canada for past 2 years on a work permit. My work permit will expire by the end september and my employer plans to apply for an extension.
I want my brother to visit me in july/august this year for 15-20 days. He is a student (masters degree) in India.
Can a WP holder sponsor a visitor? Or is it valid only for PR/citizen?
Is there a template available for the sponsorship letter?
Please advise.
