What are the chances of a disabled 70+ yr old parent on a wheel chair , getting a visitor visa to get medical treatment in canada,
invited by Permanent Resident son in canada?

You should read http://www.cic.gc.ca/english/resources/manuals/op/op15-eng.pdf  page 12 which outlines the requirements.
