Visitor visa after two rejection

Hello
Pleaseee if somebody can help..
My sister's visitor visa was rejected twice in 2001 from Delhi and London (At that time she didn't have invitation letter) . At present her PR file is in process since June 2005 (At present waiting time is 6 years). She is 35 and single and all our family members (including parents) are in Canada except her. If I send her invitation letter to visit us, what are the chances that she'll get visa keeping in mind that her PR file is in process and visa have been refused twice. Is it advisable to apply for visiting visa or it will weaken her PR file?

Is she not in a hurry to move? Maybe you can get her in faster on a PNP visa. Otherwise, I think if she was rejected twice already and they know she is applying for PR that might take another 3 years, they might not want to let her visit because they are worried that she would stay illegally.

Thank you for responding to my question and suggestion.
She is in hurry to move. I tried to figure out different options – PR applicant doesn't get student visa. On humanitarian ground it can be considered that though she is above age but being a girl and single. But for that she should be in Canada (that's what I found from cic) at least on visitor visa. I found it so illogical why it can not be considered when person is “outside” of Canada.
What is PNP visa ? Does it requires job offer letter from employer of the particular province? (At present we are in Toronto, but for her can think of moving too). How it can be arranged? Which province is easier to apply? Can you please guide?

PNP stands for Provincial Nominee Program. It lets the provinces fast-track people they need to come over. Either your job is on the list and you have a job offer or some provinces (AB and MB) offer family stream also but then some family member would have to be living in that province. Thanks for the information.
I've been living in Toronto area for 8 years and unfotunately Ontario doesn't offer family stream otherwise I can sponsor her and can show settlement fund too. It only offers Employer sponsered program it is difficult to find employer. Is there any option in Ontario if I sign sponsorship agreement and they can speed up?
MB, SK and AB offer family stream but have to be linving there for atleast one year (For AB requirement is for 2 years), if I plan to move there in few months even than It will take more than a year to apply and who knows when rules will change. And again more wait.
Sooooooooo confused and can't find solution.
