No, the VR and visa are not the same. The visa is attached (counterfoil, pasted) on the passport, the VR is a piece of paper that may or may not be stapled on your passport.

I haven't been to this part of the forum and so I don't know if this was asked before or has happened to anyone here. I got a letter today from Case Processing Centre that says my application for a visitor record is refused. My question is : Is this the same thing as a visitor visa?
My background is: I applied inland in Quebec with my husband...application is in process and has been since March. My husband got a letter from MICC to proceed with undertaking. The reason for refusal of a visitor record is that I did not provide proof of entry into Canada. I think they mean a stamp ( which I never got ). Any help/advice please?
