the expiry date on the top right  corner of my wifes multiple entery visiting visa is in the year 2019.   Does this mean that she has a 10 year multiple entery visiting visa?

Well if she go it in 2009 it is 10 years, if she got in 2011 then it is 8 years.  It is usually never longer than the validity of the passport.
