My nephew is currently on a visit visa. He has been offered a job in alberta. Can he convert his visa from visit to working visa? Are there restrictions to such conversion?

No, he can't.  The employer would have to obtain an LMO from HRSDC, and if successful, your nephew would have to exit Canada and apply at either a Port of Entry, if no medical or TRV was required or at an overseas office.
