I wanted to ask if it matters that I apply for a visit visa while my case for the permanent resident visa is under process?? I am only worried if I do not get the visit visa for some reason, will it have an impact on my permanent resident's case?? PLEASE HELP ME OUT ON THIS!

I do not think so if you have any impact of your visit visa refusal on you immigration application. That is absolutely something different.

During the time my PR application was under process (a long 4 years) , my elder son applied for and received a student pass and my self, my wife and younger son applied for and received 2 year multiple entry visit visas to visit the elder son.

As long as you provide the documents required to issuance of a visit pass, a pending PR application is not an issue. The most important thing is never to be secretive about your PR application. The moment they input your details, they know about your PR application. State the PR application reference on your visit visa application. If the the immigration officer at the entry point asks you whether you have applications under process, say YES.
