I submitted my passport for visa stamping in CIC, Singapore 4 weeks ago. They told me to wait 4 weeks and dead line passed. I afraid for the delay of their response. What is the success rate? Is there any possibility of refusal? I applied as skilled worker.

Almost nil chance of a refusal at this point.  Give them a week or so, you must have sent it around Xmas New Years, not much work getting done in those weeks.
