Hi everyone! first time posting but long time follower of this forum! anyways, my question is:

I'm living in British Columbia now and I'm planning on mailing my CEC application package next April. Because I'm planning on moving back to Taiwan next year, could I still mail my applications to the Buffalo office while I'm still in Canada? or should I send it to the Consulate General in Hong Kong (Because all Taiwan applicants are told to mail everything to Hong Kong now)?

As far as my knowledge goes there is not point submitting your application to Buffalo if you decide to leave right after submitting it.
This goes for everyone, you can leave Canada after getting AOR, your file wont be transferred to home county. Medicals can be done anywhere. Anytime before receiving AOR your file will be transferred to local office. Transferring your file definitely takes some time so might as well avoid it. But if you plan to stay for another six months after submitting your application in BC then send it to Buffalo.
Normally it takes maximum of six months to get AOR.
All other Taiwan applicants gave you the right suggestion !

Thanks for the reply! I'm researching about my situation because I've heard applications processed in Hong Kong takes very long! My land lord in BC said she could keep an eye for any mails that came for me from CIC so that's why I'm considering mailing to Buffalo. And Medicals can be done anywhere?

CEC files will not be transferred to Hong Kong.  They all go through Buffalo.  If the file is transferred to a "local" visa office, it is "local" in the USA:  New York, Detroit, Seattle, Los Angeles.  Only exception is the pilot project in Ottawa. 

The only time you would submit your application to Hong Kong is if you apply AFTER you leave Canada.  Then you cannot apply directly to Buffalo, but the Hong Kong consulate will forward it to Buffalo.

CHanges in CEC you should read Ops Bulletin.  http://www.cic.gc.ca/english/resources/manuals/bulletins/2011/ob368.asp

As of 01/01/12 they go to CIO Sydney, and if approved are sent to the appropriate Visa office.  It appears that they will no longer be all processed in Buffalo.

Thanks for the information folks! it helped me a bunch because i was having trouble deciding where to mail my applications to Wink hope you guys had a good holiday!
