anyone know how to fill this question "Visa Office requested for the processing of your application"?

My country of citizenship is Taiwan, however, I am studying in Canada since 2005.
Should I fill "Taiwan, Taipei", or "Canada ".

1.  You have a choice either Buffalo or Taipei

You have the choice for any one of them but i would advice you to choose Taipei visa office because Buffalo is too slow comparing to other visa offices under the new rules.
