Very Wealthy Australian Friend Wanting To Start Business In Canada

My boyfriend and I have a very wealthy Australian friend want to move to Canada and start a business, what is the best route for her to take, other then my boyfriend and I she doesn't know anyone in Canada and since she is just a friend we can't sponser her, but could she move here and open up her own business ? In Australia she is a millionair so I can't see the canadian govn't having a problem she want to employe both of us and add to the canadian economy  Advice please

The most logical immigration route for your friend would be through the Federal Investor or Federal Entrepreneur categories. However both of these application classes are closed to new applicants at this time. Further information here:

Since these programs are both closed to new applicants, I would suggest that your friend take a look at the provincial programs to see if one of these might be a fit. Note that each program has different requirements so she's have to look at each individually. As an example, to qualify for the Ontario program, I believe you need to be able to make an investment in the province of $3 million minimum. Information on the provincial programs is here:
