It will be v difficult to say, but according to this forum, most of the verification is done before medicals. But they can n might do it until you get the PR stamped in your passport. So there is no hard written rules regarding this.

A complete background check; Criminal Background, Educational,Family and Financial Background is done before a request for Medical check.

Yes, I would assume so.

Nonetheless, we have to carry and show the money when we landing, so that there is no different.

Of course The money is yours you can use it when ever . But mind you, you will still need to show proof fund that can sustain you when you Land in Canada. this can be in form of Money order, Cash or dependable bank statement/certificate.

Until you receive your PR DON,T use your funds

They can request for updated banks statements along with your medicals.. Until you get your PR don't touch your funds, otherwise your really going to regret it.

True, I was requested for proof of funds a 2nd time during my medical request, also I heard they ask for proof of funds while landing, always to be safe don't withdraw(atleast keep the minimum reqd funds) any funds till you immigrate.

Usually ~ Background checks are done before Medicals and Security checks are done after medicals are passed and RPRF is paid. CIC can perform Background checks again at any point of the process if they have doubts.
